Morning you will be fine getting in. there are guards at a entrance gate but they do not charge for entry or parking.
If I go in to Balandra at 8am can I go back in at 1 on the same park pass or do you have to pay a second time?

Depending on what time of year you are arriving, 8 am may be cool so check weather prior to arrival. Have fun!
