I would say no I have never seen that. However everything today is about the almighty dollar so I am sure you could apply for a permit. Or try a camp ground afterwards!
Is there a way to get to the beach without walking through trails? We have a little one and would like to avoid walking beside poison ivy

Yes the trails have a load of poison ivy. But you can walk along the beach from 59th street in Ocean City or from the bridge parking area at low tide and avoid all poison ivy contact.
