Swimming,probably not. It's sandy but there's lot of activity in the immediate area, namely boats. Just to get in and wet your feet its fine.

You can take train to Pasir Ris and take bus 109 or 89 Or Take train to Tampines and take bus 19

There are multiple buses. I remember only few 19 from Tampines 109 from Serangoon 5 (I think from somewhere in the city area)
