佐世保市是位于日本九州地区的西北端，长崎县北部的城市，位于首府长崎市西北方偏北约50公里，为长崎县内仅次于长崎市的第二大城市，目前也是中核市。辖区范围位于从北松浦半岛的根部至半岛中南部，北松浦半岛中央部分广阔的山脉地形延伸至市中心附近，因此有许多斜坡的街道，中西部的相浦地区和南部的早岐地区也都有较密集的市区。位于五岛列岛北端的宇久岛亦属佐世保市管辖。西侧海岸为溺湾地形，适合作为港口，在市区的佐世保港设有佐世保海军基地，内有美国海军佐世保美国舰队基地，以及海上自卫队佐世保基地等设施。
