I think so. I saw a bus navigate the opening. It did take it a long time and some scrapes. The measurements of the most narrow passage are 8' 9" wide by 9'8" high. The view of this highway is spectacular. Have a great trip.
We are riding our Bike up from Georgia. We expect to hit Sturgis on Oct 10. We are planning 4 days in SD for riding and sight seeing before moving on to Colorado. Can anyone tell me if Needles will be open during this time? The only info I can find is that it is open through mid October. Any info would be greatly appreciated.

I don't know if it's open at that time but I think the issue which would close the highway would be weather. I don't think the weather (snow) would be an issue at that time.
