The power-steering pump pressurizes the hydraulic fluid that helps the driver turn the steering wheel. Signs of steering-pump failure include leaks, noises or decreased assistance while steering.

If the level drops, that means there's a leak somewhere ... adding more likely won't fix the steering difficulty. The old power steering fluid should be flushed and replaced.
