Chief of Police . Andrew Espinoza Jr. Chief Andrew Espinoza Jr. began his law enforcement career in 1999 with the Barstow Police Department. He attended the San Bernardino County Sheriff’s Department 135th Academy Session and upon graduation worked as a patrol officer.

Explorer Program | City of Barstow
