Chief of Police . Andrew Espinoza Jr. Chief Andrew Espinoza Jr. began his law enforcement career in 1999 with the Barstow Police Department. He attended the San Bernardino County Sheriff’s Department 135th Academy Session and upon graduation worked as a patrol officer.

The program, limited to 25 members at any one time, is designed to give youth an opportunity to learn about the field of law enforcement by actually working with police officers and by attending training programs in law-enforcement-related subjects.
