I’m 5ft at 114lbs with a 30 inch waist size (34-30-34.) It’s always really hard to shop for pants because of my large waist size. The stores I’ve been looking at said my waist should be 24 inches. Even with calorie counting, as far as I can remember (including teen years) I’ve never had a waist under 29 inches.

A 24 inch waist is quite hard to achieve. I would recommend lowering your body fat percentage & focus on toning your body + cutting out processed foods as they tend to add belly fat. Do exercises that work your whole entire body rather than simply focusing on your stomach because when you focus on one area of your body it won't be effective.
