Your Dropbox quota is calculated based on the total contents of your Dropbox, which includes shared folders. A Dropbox account can't sync more than its quota, so a 2 GB account can't sync more than 2 GB, including the space taken up by shared folders.

I have a 2GB limit, used barely any of it, someone shared their 20GB folder with me so I could access his files and now I can't add anything new of my own to my dropbox account. So if I want to use my dropbox account for my own stuff I need to pay for enough storage space to accommodate his 20GB as well as what I want to be able to store.

Dropbox is fully aware that thye are denying users access to their account when the box exceeds the limit for Basic level storage. They are forcing you to pay them at least a monthly fee just so you can gain access to your account to delete the files that exceeded the storage limit.

If you have Dropbox on your desktop/computer, copy the files onto your computer and then delete them from Dropbox. That way you will still have saved whatever files you copied and then they will be out of your Dropbox account. I suggest looking at what files are older and that you do not access frequently.
