After a month of intense dialogue and debate among task force members, Shriver outlined seven steps to forming the Peace Corps in a memorandum to Kennedy in February 1961. The Peace Corps was established by executive order on March 1, 1961, and a reluctant Shriver accepted the president's request to officially lead the organization.
