The National Electrical Safety Code (NESC) or ANSI Standard C2 is a United States standard of the safe installation, operation, and maintenance of electric power and communication utility systems including power substations, power and communication overhead lines, and power and communication underground lines.

The NESC is primarily applied by the nation’s electric and communications utilities and may be adopted by state regulatory commissions for investor-owned utilities. The NEC primarily applies to installations of nonutility electrical equipment, such as in-building wiring.

Most (but not all) states adopt all of the NESC including the work rules, so using the most restrictive requirement of either the OSHA regulations or NESC work rules applicable to the work is appropriate for training utility workers.
