Chrysler issued a recall for the TIMP. one of the reasons was it was keeping the fuel pump running even after the vehicle was shut off. and it would drain the battery like yours. VW wont honor that recall and Chrysler will tell you to talk to VW.

A type I VW is pretty easy/cheap to work on, at least until 1971. My early 80s benz diesels were just about the last cars made without all that junk, which is what I like about them.
