Yes, I believe it is. I would expect with enough similar complaints that any 163.com email would be blocked from using PayPal. Shopping through Google search, I had ordered a replacement swimming pool pump since ours was failing. I got a normal UPS tracking number through PayPal notice, checked it randomly and all seemed fine.

A total scam. I lost $180 to the hacker. They sent a trinket and when I filed complaint with PayPal, the hacker gave them the trinket’s tracking number. Since they told PayPal “item” was delivered, my complaint was dismissed and case closed. 163.com had not responded to any emails. Why PayPal even allows them to sell is beyond me.

163.com isn't a scam. It's a legit Chinese website (NetEase). Just like there are scammers that use Gmail, Yahoo, etc., there are scammers on Chinese websites as well. I use my 163 account for gaming purposes. That being said the email you received and …

As I stated in my earlier reply, I thought back on my order and realized I had received a nylon wrist trinket earlier and felt it was a fluke from China. That little trinket cost me $175 when 163.com should have sent what I actually ordered. That packet with tracking number is how Paypal determined I got my order and my refund denied.
