Think someone else has already said, but the closest match is a chest rig made by BPS Tactical. I’ve never been able to find one that is what they have though, since they were custom made. Good luck finding one that’s an ATF contract and in a reasonable size.

as someone else said, its an old 3a kevlar vest, search on enay and ya can find one, i cant guarantee it will be blue tough, most where probably burned at the stake
