AD724 Datasheet and Product Info | Analog Devices
The AD724 is a low cost RGB to NTSC/PAL Encoder that converts red, green and blue color component signals into their corresponding luminance (baseband amplitude) and chrominance (subcarrier amplitude and phase) signals in accordance with either NTSC or PAL standards.

ADV7125 & AD724 - Q&A - Video - EngineerZone
For a PAL solution we want to use the ADV7125 for digital to analog conversion and the AD724 for analog to composite video. We saw in the datasheet of the AD724 (page 11) that it may be possible to use this solution because there is an example circuit using the ADV7120 (similar part to the ADV7125).

Currently we are applying the AD724 RGB to NTSC/PAL encoder. The schematic is from the data sheet page 11. Now our production is faced with oscillator start up problems. About 20% of the IC's have oscillator start up problems. On the PCB is a capacitance of 10pF parallel to the Xtal. The "bad" IC's sometimes start up with smaller than 10pF.
