IEDs. The IED signature 2 in Afghanistan makes the IED more difficult to detect than the typical IED lay out in Iraq, which was usually an artillery shell. In Afghanistan, the IED signature is often a plastic jug containing homemade explosives which usually consist of fertiliser and fuel.

Despite a significant reduction in civilian casualties in Afghanistan since the Taliban takeover on 15 August 2021, the United Nations Assistance Mission in Afghanistan (UNAMA) has continued to document significant levels of civilian harm resulting from deliberate attacks employing improvised explosive devices (IEDs).

In 2009, there were 7,228 improvised explosive device (IED) attacks in Afghanistan, a 120% increase over 2008, and a record for the war. [6] [7] Of the 512 foreign soldiers killed in 2009, 448 were killed in action. 280 of those were killed by IEDs. [8]

The decree bans the import, use, storage and trade of ammonium nitrate fertiliser, what had been a key in IEDs used in the country, in Afghanistan.
