The United Liberty Paper contact (real name Bernard), mostly referred to as Agent ULP, is a main character in Grand Theft Auto IV, a minor character in Grand Theft Auto V and a main character in Grand Theft Auto Online. He was originally voiced by the late Milton James in GTA IV and GTA V, and later Jeff Steitzer in GTA Online.

2022年7月26日 · Operation Paper Trail is a series of missions featured in Grand Theft Auto Online as part of The Criminal Enterprises update, released on July 26, 2022. They are given to the players by Agent ULP, a senior IAA agent, and are available for 1 to 4 players.

Agent ULP is a high-ranking IAA official who once worked at the agency's front company "United Liberty Paper" as a liaison for both agents and "hired help" in Liberty City. He's since been transferred to Los Santos.

The mission starts with a cutscene of Agent ULP granting the GTA Online Protagonist the rank of IAA field agent, by reading the sworn-in dictated by the IAA superiors, including "lying to the American people whenever strategically necessary".

There are six missions in a new storyline called Operation Paper Trail, wherein you work as an IAA Agent for Agent ULP. To unlock these ULP missions, you must log in to GTA Online and wait for a call from Agent ULP.
