Anime seems to take that literally and in scenes such as when characters are displaying anger or renewed vigor, their eye color changes. In the case of Eren, it seems to change from green to teal. No idea about the Founding eyes. But Eren has had this weird shine in the manga when (anime spoilers) manipulating Grisha.
