State and provincial licensing boards created COPE and those boards, being members of ARBO, can continually review the program to make sure it meets their needs.

The Council on Endorsed Licensure Mobility for Optometrists (CELMO) was created to assist ARBO's member optometry boards in reviewing applications for licensure from established practitioners in other jurisdictions.
