Sometimes it can be annoying. It's a game, hence OP is asking if it can be altered. For example, in Minecraft you can change the weather. No, this isn't Minecraft, but it is a game. Hence the question. Literally the only time the wheather is annoying is when it's foggy and you're underwater, mid tame.
