After finding him you'll have to scan the area and find a trail of blood, just follow the trail and you'll find a witness with more information.

There are civilians located in Arkham City who are being assaulted by thugs. While exploring Arkham CIty, you will hear cries for help. Takedown the thug to help that civilian. Keep helping them until you have got 100%. The map will have a marker if there is currently someone being assaulted. Tips: Glide low to help hear them.

I want to say for the record that I left almost all sidemissions still after story completion. I was able to do the first body no problem but then nothing. I thought maybe since they were called out by Tyger that it got bugged somehow. So I looked up the locations of the bodies and nope, the 2nd and 3rd body just never spawned in the overworld. Any advice?
