If you age him, then suddenly you actually have to care about the timeline, in which case Ash should be like late teens to early 20s based on how the leagues work and various other clues about the passage of time (mentions of months having passed, seasonal changes etc.).

I think that Kanto, Johto, and Orange Islands take place in a year, then without any gap, Hoenn and Sinnoh take place over another year.
