Ohio’s Behavioral Health/Juvenile Justice (BHJJ) Initiative is a diversion program for juvenile justice-involved youth between the ages of 10-18 who also suffer from mental or behavioral health issues. In lieu of detention, the BHJJ program diverts youth into more comprehensive, community-based behavioral health treatment.

Ohio's Behavioral Health Juvenile Justice Initiative. The BHJJ program was created to provide detention alternatives for juvenile justice-involved youth with behavioral health concerns. The program targets young people ages 10-18 who have at least one psychiatric diagnosis.
Juvenile justice-involved youth with serious behavioral health issues often have inadequate and limited access to care to address their complex and multiple needs. Ohio’s Behavioral Health/Juvenile Justice (BHJJ) initiative was designed to provide these youth evidence and community-based behavioral health treatment in lieu of detention.

BHJ along with Ohio Department of Transportation and West Virginia Department of Transportation oversee traffic counting as the foundation of a performance measurement-based planning program consistent with FAST Act planning requirements.
