The C-145A is reconfigurable to support both air, land and airdrop of cargo (max 2,400 pounds) and personnel, casualty evacuation, combat search and rescue, humanitarian assistance and disaster relief operations. The C-145A can carry a maximum of 16 passengers or 10 combat rigged paratroopers.

They are mainly used in transport, patrol and maritime reconnaissance roles. The maritime patrol and reconnaissance variants are designated PZL M28B Bryza (English: Breeze), while variant in the U.S. AFSOC service is designated C-145A. The early models were built under license from the Antonov An-28 and designated PZL An-28.

The C-145 is a STOL multipurpose utility and SOF proficiency training aircraft based on the Polish-built PZL Mielec M-28 Skytruck. The high-wing STOL aircraft features nonretractable landing gear for austere operations. USSOCOM assets are operated by AFSOC as a nonstandard fleet, initially supporting small combat teams.
