What are the Committees on Special Education (CSEs) and Committees on Preschool Special Education (CPSEs) and who do they Serve? How can my child be considered for special education services/how do I submit a referral to the CSEs/CPSEs? How do I figure out which of the 10 CSEs/CPSEs to contact?

Children may be eligible for preschool special education services during the year in which they turn three through the end of the school year in which they turn five. Upon receipt of your written referral, the Committee on Preschool Special Education (CPSE) will provide you with a referral packet containing important information.

Preschool special education services are available for children ages 3 to 5 with disabilities or delays in development that affect learning. These services are provided free of charge to eligible children.

The individual evaluation conducted by a multidisciplinary team, which consists of educational and medical professionals, enables the Committee on Preschool Special Education (CPSE) to determine whether or not a child has a disability and, if so, to what extent preschool special education programs and/or services are appropriate.

If your child has a disability that may be affecting his or her learning, the CPSE will find your child to be an eligible "preschool student with a disability.” The CPSE will also recommend the program or services to meet your child’s individual needs and where they will be provided.

IEPs for students with disabilities developed by the CSE/CPSE result in student access, participation and progress in the general education curriculum and address other disability needs of the student. Results of individual evaluations provide the information the CSE needs to make its recommendations.

All About Kids is an approved Preschool Special Education Program evaluation provider. The evaluations will be done at no cost to you. If your child’s preferred language is a language other than English, your child should receive a bilingual evaluation.
