I'm posting this under Windows 10, as I am using a computer with that OS loaded. But I did a quick check on another computer with Windows 11, and the issue appears to be the same with that OS.

Shells bind Ctrl+D to a GNU Readline or ZLE action that exits (but only if the line editing buffer is empty) so the behaviour is mostly the same result.
