Vehicle Code 21800 (d)(1) CVC requires drivers to stop when approaching intersections with traffic signals that are not working. Vehicle Code 21800 (d)(2) CVC states that if two vehicles enter an intersection at the same time, and the signals for the intersection are not working, the driver on the left must yield to the motorist on the right.
