Microsoft saved my credit card details and there was no option to refuse this. I checked previous questions and answers, and there was a thread that explained how to delete the saved card - which I did. However, when I went into the payment settings the box to automatically save card details was already unchecked.

Try adding the card again and see if it works. You can also try to link your payment method with a Paypal account then add the Paypal account instead and see if it works.
