2015年12月13日 · Open your console and target the NPC, then type "showinventory" for a list of the NPC's items, you will see the default items will have "LOCKED" at the end of the item description. Then use the command "removeitem <baseid> <quantitiy>" to remove it from the NPC's inventory.

Not without mods, no. There are follower mods that fix that, though. There's an EquipItem/UnEquipItem in the console. Play with at your own risk. or maybe to force equip/unequip items?
