When a credit supplement is request, it's the credit vendor who analyzes the provided paperwork or calls the creditor (USDA) to confirm the change. I've never had to get a credit supplement on a mortgage from USDA so I'm not sure how difficult that would be, but if the credit vendor has the paperwork then it should be easier to get the credit ...

Each inquiry needs to be explained (shopping for a mortgage, took out a car loan, inquired but declined a credit card offer, etc.) to confirm if any new debt was obtained. If your application package is otherwise strong - good down payment and other assets, clean credit history, stable job and income, etc. - then perhaps the 3 new CCs won't be a dealbreaker.
