It's called "Psycho's Potato" because a popular YouTuber named Psycho who is friends with a developer of a game and he wanted to give him a little Easter egg! not sure about the noise he makes, but I know that's the noise that appears when someone subscribes to him + the potato appears but with Psycho's face on it!
