Units shipping vehicles/containers loaded with HAZMAT by sea are required to complete the DD Form 2781, Figure J-7. The certification/declaration verifies that unit packers have properly blocked, braced, packaged, segregated, and marked vehicles/containers loaded with HAZMAT IAW regulations.
