2016年12月5日 · Actually yes, and I neglected to mention it! I copied a folder from a USB 2.0 WD external drive (in a USB 2.0 port), to the USB 3.0 SSD (in USB 3.0 port). About 5 seconds after the copy began, it ground to a halt at 0 kb/s for over 15 minutes. When it started again, it was about 2 mb/s, then stopped at zero again about 30 seconds later.

Cloning is much more precise than copying, it transfers an image of the disk so that it can still boot and run as normally as the original - better if you're transferring it from a HDD to an SSD which is almost twice as fast.
