From what I understand, in the Forgotten Realms gods are just powerful beings who are worshipped and were granted "divinity" by Lord Ao and therefore must maintain a portfolio and are bound to the laws he has set. Good gods don't just go around always murdering bad gods because Ao has rules in place for how divine conflict actually plays out.

ToF doesn't make much sense when talking about gods. They even list "gods" that existed for the briefest time like Malyk who was a drow lich who attempted divinity by absorbing some of Mystras divine essence during the time of troubles but was killed by Tempus. And now he is a deity in the Drow pantheon. That sounds just wrong to me.
