The second bullet of the Dragon Hide feat says: While you aren’t wearing armor, you can calculate your AC as 13 + your Dexterity modifier. If this counted as wearing armor, then it would turn itself off, since it only works when you are not wearing armor.

\$\begingroup\$ balancing aside (which is why I'm posting this as a comment, not an answer) - not all dragonborn have horns (even the first image presented in the PHB on page 32 doesn't). Giving dragonborn a horn-based racial ability therefore seems restrictive (playing a dragonborn without horns feels weird then) and doesn't suit the lore.
