Almost all dwarves can equip picks; some must use two hands (what makes them more similar to real-life ice axes then actual R-L heavy, two-handed human pickaxes). Note that military dwarves will never select a pick as a weapon if allowed "individual choice".

Note that Dwarven Pickaxes cannot be used to open Pickable Holes. Item temporarily obtained in the Explorer Society Quest.

Picks are essential for a properly-functioning fortress: miners require picks to strike the earth, dig tunnels, carve staircases and everything else related to the removal of rock and soil tiles. You will need to purchase or create picks on embark, as miners won't bring their own.

Go into your dwarf detail > items > pick and top right use the "lock" icon, so he will drop it. make sure you have no other iron pick (or inferior) to pick up. then probably resell or smelt if not wanting to deal with hassle I guess ?
