The MP15 (later redesignated as the MP15DC) was the first in the series and interestingly, was meant to not only for yard, industrial, and light branch duties but also as a general road switcher. It replaced the earlier SW1500, featuring a larger fuel tank (1,400 gallons) and Blomberg trucks as standard for general road service.

Conrail received 10 EMD MP15DC's that were under lease to the Reading Company. Conrail reassigned them from RDG series 2771-2780 to CR 9621-9630. The former RDG units were built in 1974 with power provided by EMD's supercharged V12 645 prime mover producing 1,500hp.

Like the SW1500 before it, the MP15DC uses a 12 cylinder 645 prime mover rated at 1,500 HP. The locomotive was marketed as a direct replacement of the SW1500, and the two locomotives are very similar mechanically and physically.
