Of course I can redistribute static routes with eigrp stub connected static summary but I read the feature eigrp stub-site. Maybe if you can paste the output of debug eigrp packet terse. My take is follows: 1. An EIGRP stub router would never receive a query from neighbors regardless if the downed network is being advertised by a neighbor or not . 2. A neighbor to a stub router would queue a query to the Stub for a network it owns, but would not send it to the Stub.
