Kurama is the General Director (sometimes referred to as Room Monitor) working at the Diclonius Research Institute under Chief Kakuzawa, recruited by the man's elder son. He is in his mid-30's when the series begins, marked off by the escape of Lucy amid the brutal killings of many facility personnel, including Kurama's secretary .

Room Monitor Kurama is the secondary antagonist in the anime series Elfen Lied. While he is the sworn enemy of the series anti-hero/protagonist, Lucy, he is the subordinate of the series' main antagonist, Director Kakuzawa, whose plans he is initially unaware of, and against whom he ultimately rebels.

Kurama is the General Director of the Diclonius Research Institute in Elfen Lied, answering only to Director-in-Chief Kakuzawa. He was approached by the Chief's son to assist in researching the Diclonii as well as hunting them down and exterminating them before they could grow in sufficient numbers to threaten mankind.
