1. Why does the CAP require an IQCP for nonwaived testing previously covered by Equivalent Quality Control (EQC) requirements? When did this change occur? The Centers for Medicare and Medicaid Services (CMS) implemented IQCP and discontinued recognizing EQC as an acceptable QC option for non-waived testing effective January 1, 2016.

Conducting the College of American Pathologists (CAP) Proficiency Testing (PT)/External Quality Assessment (EQA) for all patient reportable tests demonstrates a commitment to quality improvement and provides an excellent tool for learning and competency assessment.

For tests that do not meet the CAP IQCP eligibility requirements, the minimum daily QC requirements and default CLIA regulations, as defined in the CAP checklist must be observed. The CAP has developed an eligibility determination tool to assist in the determination of eligibility of a test system for a CAP IQCP.

As of January 1, 2016, the CMS no longer recognizes EQC as an acceptable option to meet Clinical Laboratory Improvement Amendments (CLIA) requirements for QC of nonwaived testing. Because of the CAP’s deemed status as an accrediting organization, the CAP revised its checklists for the 2015 edition to address these changes.

During the period of the Canterbury earthquakes, EQC Toka Tū Ake (now the Natural Hazards Commission Toka Tū Ake (NHC)) covered earthquake-related damages up to $100,000 plus GST per claim.
