Regulation (EU) 2018/1048, the implementing regulation for Performance-Based Navigation (PBN IR), seeks to enhance aircraft operations by transitioning to ensure most operations apply PBN by June 6, 2030.

Performance based navigation (PBN) implementation in Europe is a key enabler for increasing efficiency, reducing environmental impact, increasing capacity, and improving airport access.

The provision of air traffic management/air navigation services (ATM/ANS) using performance-based navigation (PBN) can bring safety, capacity and efficiency benefits through the optimisation of air traffic service routes and instrument approach procedures.

The PBN IR introduces the gradual implementation of PBN flight procedures to support safer, greener, and more efficient aircraft operations. The Regulation is binding in its entirety and directly applicable in all European Union (EU) Member States. More concretely, it applies in the airspace described in points (a) and (b) of Article 1 (2), i.e.:

PBN: area navigation based on performance requirements for aircraft operating along an ATS route, on an instrument approach procedure or in a designated airspace. This means four things are needed to utilise PBN: 1. The aircraft needs to be PBN approved – [965/2012: CAT.IDE.A.345 (for NCO, NCC, SPO similar rules)] 2.

At EUROCONTROL, we developed the e-PBN portal to provide access to a wide range of information on all aspects of performance-based navigation (PBN). In addition, we provide helpful navigation tools to the different actors involved in PBN implementation.
