Maim is a Marauder weaponskill action. It is used in combination with Heavy Swing, Storm's Path, and Storm's Eye. Maim is also usable by the following job: Warrior Maim on XIVDB

The best way to see this in action is on Summoner (or Arcanist); a master using a 80 potency Ruin does more damage than Garuda's 100 potency Wind Blade.
