In that case the easiest way is to use the MapnikRasterizer and generate a JPG image. It has the option of using SVG symbols (but you have to make those first, in e.g. Adobe Illustrator or Inkscape). Note that you have no way of ensuring that texts and symbols don't overlap unless you build that in FME.

Replacing a point with an arrow symbol | Community
I have a series of 2D points writing out to a geospatial PDF. The points are hyperlinks that load up GPS photos in the default image browser. The points have a rotation attribute, captured by the camera compass. I want to replace the points with an arrow symbol with the relevant rotation, for once easy in ArcGIS, but stumped in FME!
