HUD sets FMRs to assure that a sufficient supply of rental housing is available to program participants. To accomplish this objective, FMRs must be both high enough to permit a selection of units and neighborhoods, and low enough to serve as many low-income families as possible.

50th Percentile Rent Estimates - HUD User

It sets the “Fair Market Rent” (FMR), which serves as a benchmark for the Housing Choice Voucher and other public programs. HUD calculates the FMR at the 40th percentile of the metropolitan area or nonmetropolitan county rents.
The following 65 metro areas are designated as mandatory SAFMR areas by HUD – these areas are required to use Small Area FMRs to set Section 8 Housing Choice Voucher payment standards. PHAs are required to implement SAFMRs by the effective date.
