It is the product of an effort to resolve the long standing problem of lack of uniform measurement and data on disability and rehabilitation outcomes. The FIM emerged from a thorough developmental process overseen by a National Task Force of rehabilitation research.

The FAM provides measures of these dimensions at three levels: whole family system (general scale, fifty items), various dyadic relationships (dyadic scale, forty-two items) and individual functioning (self-rating scale, forty-two items). In addition, the general scale includes social desirability and defensiveness response style measures.

It is the primary outcome measure within the dataset and has been used to measure functional gains from neuro-rehabilitation.
