FHRP test lab created in CISCO packet tracer and everything configured. Router 1 can PING both ISP router and PC0 but PC0 fails to PING ISP router interface or loopback interface (8.8.8.8). Can anyone please where is this lab goes wrong?

If the uplink fails, the routing protocol will update the routing. That should trigger an ARP for next hops that converge to the lateral link between the FHRP neighbors. The only FHRP that would change the ARP entry on the client side would be GLBP but since there is no tracking, there is no way for it to know convergence is required.
