I used Process Lasso to disable 2 cores for PoE 2 (CPU0, CPU1) otherwise PoE uses your ecores and hard crashes your PC.

The "fix" is to remove Nvidia drivers completely and install 378.78. For AMD users - no idea. Maybe try installing drivers from 2017 too?
