I was able to repair 5 trucks with the same problem (Expeditions and Navigators). Fortunately the learning experience was under warranty, and the rest were able to gain from my experience (after they paid for proper diagnosis and approved the estimate!)

There is an active TSB ( technical service bulletin ) from FORD for the faults C1725 and C1726. Please find attached the TSB. It would be related to a height sensor linkage arm disengaging. My first recommendation would be to inspect both height sensor to make sure the arms are still attaches to them.
