The Global Monitoring System (GMS) Technical Design, approved by the Postal Operations Council (POC), contains the specifications of the UPU-agreed system. What is the Global Monitoring System (GMS)? The UPU GMS is a state-of-the-art RFID quality measurement system for letter mail applicable to all UPU members. It is being developed with a primary focus on measurement of the performance of the destination country, and the linking of this performance to terminal dues payments.
