TL;DR: The mystery valentine was probably written by the voice from DELTARUNE's intro, a.k.a. Gaster. His more cheerful demeanor can be chalked up to him being "off-duty" so to speak, asking for help with something personal rather than subjecting us to an important experiment.

people have been saying the mystery valentine isn't Gaster because the Japanese version is translated into hiragana + casual Japanese instead of the all-katakana + extremely formal Japanese that gaster usually speaks with in jp BUT .. here is why it is Gaster anyway, Actually

The main differences are just that this character is a lot more jovial than Gaster's usual straight-to-the-point and scientific speech and uses contractions (which are things that you'd typically try to leave out in a formal, scientific context, but would be fine to include in a Valentine's letter).
